We are a not for profit agency that contracts with the California Department of Insurance to administer both of their state programs; the Assigned Risk Program for drivers who are unable to get automobile insurance when no insurance company will take them and the California Low Cost Auto (LCA) Program for low income GOOD drivers that meet the eligibility requirements.
The California LCA program is available throughout the state and the premium is based on the county in which you live.
